There are three different types of asbestos survey that can be carried out as well as compliance reinspections. The type required depends very much on your asbestos management plan and what you intend to do with the building. All asbestos surveys must do three things:
- Locate and record the locations, extent and product type of any presumed or known ACMs, as far as is reasonably practicable
- Inspect and record information on the accessibility, condition and surface treatment of any presumed or known ACM
- Determine and record the asbestos type, either by sampling and analysis or by making presumptions based on product type and appearance, etc.
A management survey is the standard survey. Its purpose is to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos containing materials within a building, which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition.
Refurbishment or Demolition Survey
A refurbishment or demolition survey is required before any refurbishment or demolition work is carried out. These types of surveys are used to locate, as far as reasonably practicable, all asbestos containing materials in the area where the refurbishment work will take place or in the whole building if demolition is planned. The survey will be fully intrusive and involve destructive inspection, as necessary, to gain access to all areas, including those that may be difficult to reach.
Report and Reinspections
All information on the materials inspected and sampled during the asbestos survey is presented in the form of an asbestos register, with a full report including photographs and site plans for ease of identification of the materials on site. All sampled materials will have a bulk material analysis report detailing the identified asbestos content.
Asbestos containing materials that are in good condition, sealed and / or repaired, and are unlikely to be disturbed, may be left in place and managed. Often this is a safer option than removal, which will result in the material being disturbed. If they are left in place, the condition of the asbestos containing materials will have to be monitored regularly and the results recorded through the implementation of annual asbestos reinspections
Receiving the asbestos survey, regardless of which type it is, marks the beginning of the Duty to Manage. Once all the asbestos and suspected asbestos containing materials have been identified, the management of them can start.
